Important Dates
Q: What happens now that applications are closed for Girls Under 13- 14 and Boys Under 13-19?
A: Applications are now undergoing validation by Washington Youth Soccer. New team applications will be submitted to each District for final approval for participation in the State League. Washington Youth Soccer will post the State League team placements along with team CAPS by mid July 2009.

Competitive Analysis Program (CAP) Process
Under the new State League structure and team placement program, teams are grouped by their competitive history. The placement process, known as Competitive Analysis Program (CAP), will produce some of the most competitive team divisions in Washington Youth Soccer State League history.
The 2009-2010 transitional year is the only year all approved applicants will be exempt from the league requirement and accepted into the State League.
Returning State League teams will be placed in their previous years division of play. Those returning teams that were slated to be promoted to the next higher division from last season will be promoted under the new structure. Teams slated to be relegated will return to their previous seasons division for the transitional year only. New teams to the league will be ranked per their CAP and grouped in the divisions below the returning teams.
Beginning in 2010-2011 ALL teams, new and returning, will have to meet and maintain a baseline CAP as well as adhere to the league requirement to be accepted into the State League. This means any team who did not participate in an approved Washington Youth Soccer or US Youth Soccer league in 2009-2010 will not be eligible for the 2010-2011 State League or State Cups. All State League teams in 2010-2011 will be placed into divisions of play based on their CAP ranking.
2009-2010 State League and State Cup ELIGIBILITY RULES
To participate in any of the four Washington Youth Soccer 2009-2010 State Cups or the 2010-2011 State League each team must meet the following requirement:
Teams must compete in one of the below leagues:
1. A 4-team approved league during the current seasonal year within Washington Youth Soccer
2. A US Youth Soccer Regional League or US Youth Soccer National League
3. In another US Youth Soccer Member State Association League with Washington Youth Soccer’s permission.
**The only exception to this league requirement is the under 19 age group. They do not have to participate in league competition during the current seasonal year.
Teams who do not meet the league requirement will not be accepted into any of the four 2009-2010 State Cups or the 2010-2011 Washington Youth Soccer State League. Teams may reapply to both the State League and State Cup of choice the following year if they meet the league requirements.
